The Replaces line is there, and on the Mystic hub, only the current nodelist is visible, but on Synchronet, I see both the old and new nodelists in the file area. Anyone else seeing this behaviour, or is it just me?

does TickIT support the replaces verb? i don't have the latest code so i cannot check to see if it is in the code or not...

Yes it does. By default it will not replace an existing file without
the replaces keywork.
I believe there was an option added for the command line to override
that but I'd have to look that up in the wiki.. :)
