or an entry in sbbsecho.ini that will relay incoming routed netmail from a downlink meant for another downlink to go through the HUB. It seems I have
one stuck in in ../sbbs/netmail folder bound for another address.

If there is no link information for that address, and no route information (whether it be a wildcard or direct), it will not go anywhere. For example, if you receive a routed netmail for 123:456/789, you would either have to have a direct link setup for that node, or a wildcard (ie: 123:ALL routed to 123:1/1).

Take a look at the destination address of the netmail stuck in your netmail folder, and make sure you have it routed somewhere, or if you have a direct connection to it, that there be a direct setup for that specific address.

If it's a point, and you have a direct link setup with the boss node, you have to change that direct link to the boss node to actually route the points under it to it also.

I have a direct link setup in echocfg to all my downlinks. The netmail came in from 24:110/1 and was addressed to me at 24:100/1. The HUB has both addresses as linked nodes.

And "HUB" is where the netmail message is currently sitting? If so, just running 'sbbsecho' with no argument should packetize and export it unless it has some attribute flag preventing it (e.g. local, sent).

The '-j' switch has no effect in SBBSecho v3 (run "sbbsecho -h" for the command-line help). Even in SBBSecho v2, the '-j' option would do nothing in regards to the 'Sent' attribute.

Is it possible it was actually already sent (hence the 'Already Sent' flag) and it's only still sitting there becuase you have or had DeleteNetmail disabled in your sbbsecho.ini file?

No, that's not the syntax. Something like this would work however:
