What is the best way to generate a basic ANSI logon page for the BBS? I love the default one, though. Very eye catching.

Under linux you could use the 'figlet' program, there are even some websites that will let you try figlet results with different font styles.

If you have access to a Windows computer, PabloDraw is a good ANSI tool and even saves files in Synchronet Ctrl-A format .ASC files.

Use THEDRAW, save as ansi, the use /sbbs/exec ans2asc to make it compatible with bot ANSI and ascii terminals, and you will not have to hassle to create two files for each screen you make.

there is also a asc2ans util. Both are very handy.
