I tried sending a test message out in the FIDO test conference, but it sits in my outbound folder and will not send...
Trying to review sbbsecho settings is tough, since I only seem to find old guides and how-to's that are using the older sbbsecho config or sbbsecho.ctl formats, not the newer program or sbbsecho.ini formats.
Anyone got ideas where I should look? Seems like only thing not working is new messages in the conferences aren't going out.

Did you mark the echos as Fidonet, and put your nodenumber in the config, along with AKA?

A few things. what are the switches you're using with sbbsecho. Binkd is a BSO mailer and you must use the 'f' switch. Make sure in echocfg you've chosen Binkley as the mailer. File Attach no longer works in v3.0
In your binkd.cfg, what outbound folder are you using to send? If your only using one domain, make sure your entry for outbound looks like this.

If you get this, I have it working. I had "../ftn/outbound/ as the outbound folder in sbbsecho.cfg, and happened to catch in binkd log
that it was trying to send the file but couldn't find it. I changed

Excellent. I'll likely start using full pathnames for everything
moving forward, it just makes more sense.
I've updated the origin line as well, thanks for that, I had recalled seeing that and specifically did not set it for some reason I can no longer recall.

under SCFG->Message Areas->FIDO-net, under each of the message sub boards, under Network Options, yes - configured as FidoNet EchoMail, and my node (1:154/40) is in the FidoNet Address field.
Not sure what you mean with AKA .. ?
sbbsecho does seem to create the outgoing packet, and places this in the same folder outgoing netmail goes, but while netmail is sending, the echomail (message group postings) do not go, they just sit there in the binkd outgoing folder as a .pkt file.
maybe it's not sbbsecho, and it's something with binkd.. I don't know, seems I've reviewed both too many times to be sure of anything any longer.
