I thought there was a jsexec.exe that you could run but I don't remember the command line parameter?
You may be thinking of update.js, which performs some housekeeping tasks necessary during the 3.14 -> 3.15 upgrade process. It doesn't do anything too useful these days, but it may be repurposed in the future. It won't download updates for you or anything like that.
(The 'exec/load/' directory was introduced with 3.15, I think, and update.js mostly exists to ensure that duped files are removed from the 'exec' directory.
Additionally it moves the contents of the user 'note' field into the user 'ip_address' field, which I think corresponds to the 'Computer' field in the user editor.)
