    examination to people wanting to obtain an Amateur Radio License?

    At least in the three above cases the examinations are given by examina-
    tion volunteers appointed by the countrys national ham radio league.

    The results are presented to the government agency for communications licensing/permits.

    They are then issuing the necessary license/permit and call sign.
